Control: retitle -1 Intend to Orphan: bitlbee

Hi Wilmer,
as I announced in this bug report it would be great to move this
package to the Debian team. Given the following criteria I think
its best to orphan the package:
- NMUs (more than one NMU in a row).
- Bugs filed against the package do not have answers from the
maintainer.
- There are QA issues with the package.
- Not on Salsa but it could profit from team maintenance
- No maintainer upload in the last 6 years
- Standards-Version < 4
I have updated the repository on Salsa accordingly. I'll follow
the Salvage procedure and will wait 21 days before uploading to
delayed=10.
