The canonical source appears to be /usr/share/perl5/Software/LicenseMoreUtils/debian-summaries.yml in libsoftware-licensemoreutils-perl - can licensecheck paste the value in from there? I've skimmed #1001634, which suggests the "FIXME"s are supposed to encourage users to check the license statement. But to be honest the more manual work I'm expected to do, the more I tend to click through without thinking.
