Since this changes the historical behavior, this should have been announced in NEWS.Debian. Otherwise, in particular because this affects VLC only (and perhaps some other players I'm not aware of), there may be no way for the user to find the cause. BTW, before reporting the bug, I compared with Firefox and did various searches on the web (but focusing on VLC since Firefox was not affected) and could not find anything.
