Because there's no such package.

Package time-daemon is a virtual package provided by:
  systemd-timesyncd 258.1-1
  openntpd 1:6.2p3-4.2+b2
  ntpsec 1.2.3+dfsg1-8
  chrony 4.8-2
You should explicitly select one to install.
