If we do this, I think best done before the backport or stable release
update to minimise conffile churn for users (the logrotate definition).

Do you think changing the default location in libwtmdb0 is acceptable (I
can imagine the claim that it "changes the ABI" but I don't find that
compelling in this case). This would catch usage via openssh and
anything like it, which changes to client code in libpam_wtmpdb and
wtmpdb would not catch.

g1pi above had the idea of a symlink. Potentially fragile but I think it
works. Both might be best.
