In fixing #1114320, the offending test was simply disabled. That solves the FTBFS but leaves some of the azure-related functionality in the package broken - it's not obvious (to outsiders looking in) whether it's the various azure packages in Debian that need updating or papermill upstream that needs to adapt to a new API here.
