Sending a clear message indicating that there is nothing wrong but the
service is just not needed.

It's just a different kind of error message. I don't think blacklisting would be a good idea aside from the fact that I can't ship the service file and the mask at the same time in the package.

The only option I see is to drop
NetworkManager-config-initrd.service
NetworkManager-wait-online-initrd.service
NetworkManager-initrd.service

completely.

Those were added in 1.54 in
https://gitlab.freedesktop.org/NetworkManager/NetworkManager/-/merge_requests/2089

Afaics, those were moved from dracut to NetworkManager. I guess this would break dracut-network at some point when it stops shipping those files itself.
