bts fails with ```Can't exec "/usr/sbin/sendmail": No such file or directory at /usr/bin/bts line 2862.
bts: error running /usr/sbin/sendmail: No such file or directory bts: /usr/sbin/sendmail: ```when `BTS_SMTP_HOST` is set but `EMAIL` is not (and `sendmail` is not installed, but that is the point of using an SMTP_HOST).
