I upgraded my unstable machine yesterday, and was shown the NEWS entry
for openssh:

    openssh (1:10.1p1-1) UNRELEASED; urgency=medium

So far so good.

Then I upgraded again just now which installed openssh 1:10.1p1-2, and
I was reshown the same NEWS entry for 1:101p1-1, except that the openssh
maintainer had fixed the distribution (and in the process also updated the
timestamp at the bottom):

    openssh (1:10.1p1-1) unstable; urgency=medium

The text of the NEWS entry was identical (I saved both emails from
apt-listchanges and diffed them).

So it seems apt-listchanges is basing the decision to show at least in
part on the distribution and/or timestamp of the NEWS entry.

I'd expect apt-listchanges to record that it has shown the entry for
1:10.1p1-1 and not show it again even if there's been a modification to
it (especially when the body of the entry is unchanged, but maintainers
do sometimes fix typos in older NEWS/changelog entries too and I'd don't
want to be reshown an entry due to that).

I don't know how common this situation is - I noticed it this time
because I was upgrading today specifically to get a fix to
openssh-client so knew the version I had installed of this particular
package.
