this crate was only used upstream as a technical hack for building rustc. rustc in Debian never used packaged crates anyway, and we've now finally managed to patch out all rdeps artificially requiring this package so it can be dropped. I will file identical removals for rust-rustc-std-workspace-core, rust-rustc-std-workspace-std and rust-compiler-builtins.
