Whilst this bug is old this issue still occurs on Debian 13. The reason is if the package pkexec isn't installed.
I would recommend that pkexec be marked as a depends for timeshift or alternatively a depends or recommends in the polkit-kde-agent-1 package. In any case, to resolve the problem simply install pkexec. Thanks
