This seems likely to be package-specific - I don't see removed.txt in the autopkgtest source. (But autopkgtest or debci is probably copying it from a location with a shorter path, where it will fit, to a location with a longer path, where it won't.)

Sorry, I made a mistake. This is an issue in debci-worker.
