-include /usr/share/gnome-pkg-tools/1/rules/gnome-get-source.mk gnome-pkg-tools will be removing that file soon. It is prefixed with a - which means that failures to include that file will not fail the build. kylin-burner has a debian/watch file which can be used by uscan to fetch the upstream source tarball, which was the only purpose of that script. kylin-burner was never distributed at http://ftp.gnome.org so that script would not have worked anyway.
