This is because some dependencies were out of date on the arm buildd when the 1:7.0-017+8 package was uploaded and therefore didn't build on arm. vim-runtime is an Arch: all package and thus doesn't need to be built so it is current on arm and is preventing the other (older) packages from being installed.
