This is part of #930285.

The issue you're seeing is that cgit thinks the repo is empty if there
is nothing in refs/heads/branches.

git-ls-remote will show you what's there:

$ git-ls-remote https://git.dgit.debian.org/golang-golang-x-oauth2.git/
