This exactly matches my situation. Installing the "ipxe-qemu" package, but otherwise going back to qemu-system-xen 1:10.0.3+ds-0+deb13u1 made the domain boot successfully. The title of #1120146 is likely best left unchanged to allow others to find the issue and solution, but does in fact appear to be a missing dependency.
