Bug#1120811: xfce4: Input Method doesn't work for Debian testing.

Dear Maintainers of ibus-libpinyin,

The "ibus-libpinyin" cannot work on Debian testing with XFCE4 (I tested 
that it works normally for GNOME 49) after changing "locales" to 
"zh_CN.UTF-8",  hope that you guys can check and fix it.
