screenkey already depends on libgtk-3-0t64 which depends on adwaita-icon-theme. If someone is using a different icon theme, it's their responsibility to ensure it's installed. The Debian GNOME team may eventually remove the gnome-icon-theme and gnome-accessibility-themes packages so this would make it easier to see what packages actually need those packages.
