the author of tea uses cyrillic filenames himself often and has never experienced this bug. Moreover, I've created a file with cyrillic characters on my system and had no trouble opening and saving it, see attached screenshot.
Therefore, I'm marking this bug as unreproducible. If you can provide more information, please do so.
