Hello,

I would like to propose marking pagure in Bullseye as EOL. It appears that
pagure's package and test coverage is broken. It has been fixed for Trixie and
later, but Bullseye and Bookworm are affected. For Bookworm, there is also a RM
request (#1118671). After a discussion within the LTS team, we think that going
forward with the EOL for Bullseye is the best approach.
