There are multiple existing open bugs about this (#112602, #1114765). 0.16.x is listed as the development branch, but I uploaded the 0.15.7 version of libtorrent, as a prerequisite for an update of rtorrent, to experimental earlier this week. I've got a build of rtorrent which is working locally I should be able to upload this weekend (though it'll also be to experimental as the library appears to have build failures for ppc64el).
