The gcc-4.0 package is currently only in 'experimental'. There is an experimental amd64 archive on alioth which uses gcc-4.0 as its default compiler. Apart from these, I do not think that Debian uses gcc-4.0 anywhere at the moment. Consequently, this bug is not release critical or in any way urgent to fix at the moment.
