As a follow-up, porting to llvm-21 didn't look too hard...
Some AI slop at https://github.com/numba/llvmlite/issues/1328 (much of
which makes absolutely no sense at all) for inspiration and some
hopefully better work at:

(I'm not convinced about the changes to orcjit.cpp; the tweak to cmake
needs to be a little more general)
please let me know if merging this with the other work is a good idea.
