Package: libchewing

I hope to update the dirs, dirs-sys and directories crates to
versions 6, 0.4 and 6 respectively soon. The debian
build-dependencies of libchewing do not allow the new version
of the directories crate.
I cannot find any corresponding cargo dependencies, and after
removing the bulid-dependency I was able to build libchewing
succesfully without librust-directories-dev installed, so
I think the build-dependency should simply be dropped
