Followup-For: Bug #195752
An upgrade should never, *NEVER* touch the network connection. This could
cause all sorts of things to break if other packages are being upgraded at
the same time and dpkg is left in a hung state with no terminal. Hell,
turning off internet access at all sounds like a critical bug to me.
