I'm getting the same on 32-bit and 64-bit x86 systems
and when dpkg-buildpackaging the Debian source and dpkg -i.
Rebuilding vorbis-tools from https://github.com/xiph/vorbis-tools
which also claims to be 1.4.3, does not exhibit this behaviour.
It's probably this
https://github.com/xiph/vorbis-tools/issues/53
fixed there with a link to the relevant merge request.
