We already saw this, debian/rules already relaxes tolerances. Looks
like it'll have to be relaxed further.
On arm64, individual checkpar tests continue failing even with massively
relaxed tolerances. Upstream will have to think about what they want to
do about it. In the meantime I'm just skipping checkpar on the failing
architectures.
So hypre 3.0.0-4 is building on all arches (pending riscv64).
