Hi,

I see the same problem appearing with 0.1.42 and 0.1.44.  Two older
unstable VMs that I hadn't run for a couple months, so a ton of
packages need updating.  But both bring up this error consistently, 
but also not always... I can run 20 apt-listbugs in a row, not a
problem, and the 21st fails, and then the next attempt the 7th fails,
or the 3rd.

So, my money is on a problem with the actual SOAP server/interface.

I also just now in trying to add to this bug thread encountered
problems with the BTS.  Namely, a 503 unavailable error.  In a soap
call inside debianbts.py.   Just once, but it supports the "it's a
server problem" hypothesis.
