I think we're about to resolve this...
It appears to me that the only blocker now is bug 1123948 being assigned to src:pycares and being fixed by src:aiodns. The bts infers that the bug against pycares is still only affecting unstable and updating pycares in testing would introduce the bug there. I'm fixing that with the reassignment at the top of this message.
