I think you fell into a very common trap around dh_installchangelogs and file names. Quoting (selectively) from the manpage:
#v+
FILES
debian/NEWS
debian/package.NEWS
Automatically installed into usr/share/doc/package/ in the package
build directory.
Use the package specific name if package needs a different
NEWS or changelog file.
The NEWS file is always installed with a name of NEWS.Debian.

In other words: The filename in the source package is debian/NEWS (or
debian/package.NEWS), and it gets installed as NEWS.Debian.
A file debian/NEWS.Debian in the source package is unknown to and ignored by dh_installchangelogs.
