Yes, it should. Anyone not allergic to GitLab Web UI should feel free to handle
that.
Moving away from `/debian/` is something that only the admins can do.
You can file a support request on IRC or at
https://salsa.debian.org/salsa/support (or use `glab issue create -R
salsa/support`).
