Most packages nowadays resort to using pkgconf for the purpose of
getting the right build configuration, so this should not affect too
many packages. If you are willing to make the change, I am going to care
about the pcre2-config users in the Debian archive and provide them with
patches.

A question, and an observation.

The observation, first: pcre2 is a little stuck at the moment - 10.47 in experimental has a fairly important bug (#1122198) that means I'm not about to upload it to unstable. This should be fixed in 10.48, which should be out soon. But I don't really want to make other packaging changes until that's all sorted out.

Then the question: what's the value of splitting pcre2-config out into a separate package? pcre2-dev is already a fairly small package, and I would expect nearly all installations to want both pcre2-dev and pcre2-config to be installed.
