Dear Maintainer,

`update-info-dir` from post-installation of texinfo returns 
`/usr/sbin/update-info-dir: 22: export: # /etc/environment: bad variable name`. 
This occurs with a shell-style comment with a "#".

If comments are removed, `update-info-dir` works fine.

If this is intentional to not allow comments, then close this bug report.
