OK, so I contacted DSA about this. I quote their response here, because it may be useful for anyone else happening upon this bug report while websearching for solutions to issues similar to this.
"Issues such as you describe in the bug report are usually due to stale APT metadata on your client, so switching to another mirror will appear to fix the problem by virtue of forcing APT to re-download all of the files. You would likely also have found that an "rm /var/lib/apt/lists/*" followed by an "apt update" would have resolved the issue for the same reason. Looking at the system metadata included in your initial report, it seems that the system you reported it from was outdated. The footer reads "Debian Release: 13.1", but at the point that you reported the bug Debian 13.3 was already out, and 13.2 had been released two months earlier."
