This is very odd. Literally `$repos` !
It does the same thing with any repo that doesn't exist. I think it
is trying to substitue an empty tree (for Reasons) but failing.
I think we haven't see this usually because it does not happen with
dgit-repos-policy-debian as the policy hook - unless something else
has gone wrong. See my other mail.
