 Redis client for Go

Required by oauth2-proxy (ITP #982891); enables building in Debian without

But the upstream already has a newer major version - v9.

There is a similar ITP #1109295.
But it seems orphaned, and it also has a problem with the package name (it 
doesn't contain the major version).

The package name does not have to contain the major version, as we try in general to have a single version of the libraries per Debian release.

It seems most of the Go ecosystem is using the v9, so we may simply use golang-github-redis-go-redis for the package name.

As the v6 of this package has been removed from testing, it is safe to say that it is not used any more. And as said in #1105989 (please update to 9.x): "it seems the package name for this should be
golang-github-redis-go-redis* instead of golang-github-go-redis-redis*",
So starting with a new package would make sense in my opinion.

Be sure to close these two bugs in the changelog.
