Package: devhelp

Hi,

The update replaced devhelp with manuals. manuals isn't a replacement as
it lacks the `-s` (search) and `-a` (assistant) options.

Would be great if it grow into a full replacement (and also pick up
devhelp's speed, loading is significatnly slower).
