The packaged system-wide vimrc exists for Vim because it has far more conservative defaults and it's own unique config system.

Neovim's defaults are pretty aligned to the Debianized defaults for Vim, and its embrace of the XDG directories was specifically to align to a common standard.

I don't think it needs a stock system-wide init file, but I could ship an empty /etc/xdg/nvim/ to make it a bit more obvious.
