This is a known upstream problem with latest scons. As a simple workarround you can add mkdir -p $(CURDIR)/debian/wengophone/usr/lib/wengophone; immediately after any scons call in debian/rules. I'm working to new wengophone 2.0 beta3, that does not have this problem.
