I really think this package is crucial for s390x and thus should have a real maintainer that's active on s390x. I suggest you adopt this package and set yourself (at least) as maintainer. Or discuss with the s390 list that the list is maintainer, but then a real person needs to be in Uploaders according to policy. s390-tools shouldn't be maintained by "Debian QA Group".
