I may confirm the same behaviour. I run debian sid with Cinnamon and lightdm,
all ttys except tty1 disappeared after updating systemd, a few days ago, and
version 260~rc2-1 did not fixed the issue.

  G.

Dear Maintainer,

Unfortunately, the extra tty terminals are still not started automatically.

See the live images based on sid (running on openQA):
https://openqa.debian.net/tests/503933
https://openqa.debian.net/tests/503597

After a fresh boot (using a GNOME desktop):
```
user@debian:~$ systemctl | grep tty
  sys-devices-platform-serial8250-serial8250:0-serial8250:0.1-tty-ttyS1.device
                                loaded active plugged
In the journal:
```
Mar 06 10:35:03 debian systemd-logind[1281]: Failed to start
[email protected]: Unit [email protected] not found.
Mar 06 10:35:09 debian sudo[3813]:     user : TTY=pts/0 ; PWD=/home/user ;
USER=root ; COMMAND=/usr/bin/systemctl start [email protected]
```
After `sudo systemctl start [email protected]` I was able to switch to tty3.
