version skews are normal in unstable and usually it just takes waiting a bit
longer until the package was built on all architectures. In your case there was
a new gcc-15 upload and the package only finished building on all architectures
14 hours ago:

https://buildd.debian.org/status/package.php?p=gcc-15

On that page you can also see that there was a 12 hour difference between the
times when the amd64 and arm64 builds finished. If you happened to build in
that time window, then you naturally ran into the problem you saw.

If you want to avoid running into this, try cross-building on Debian testing
which does not have multi-arch version skews.
