Dear Maintainer,

libheif1 currently Depends on libheif-plugin-libde265, while I believe
it should be a Recommend.

While the HEIF format is known for supporting HEVC-encoded content,
having it forced by depending on the libheif-plugin-libde265 plugin
prevents redistribution for blends that want to avoid to ship libde265
for patent-related reasons.

Ubuntu did recently move the Depends to a Suggest not so long ago:

I am not sure if we want to be as aggressive and move it to a Ruggests
as well for Debian, or if we can do with a Recommends for the moment.

At least, using a Recommend should allow for a similar update to be
performed in trixie proposed-updates to allow trixie blends to not
having to distribute libde265 while keeping HEIF support.
