Updated the watch file now the package is utilizing signed tar.

This issue is being forwarded upstream.
Test is ignored so there is no build failure for s390x.
I did debug this issue in 2025 with little success, the problem was not located 
within the utility itself.
Presently i don't have the bandwidth and good hardware to further debug this 
issue.
