Package: libspng-dev

Hi,

installing the libspng-dev package means I am going to build some
software that depends on libspng. It does not mean, though, that I am
going to study its entire API documentation and in the course of this
pull in an unwanted fonts-roboto package and mkdocs, which carries an
additional dependency chain of two dozen packages.
