I think you should have access to the package as user @plenae. The branch layout is trying to follow the recommendations from DEP-14. These branches are therefore protected and must go through merge requests. Uploads can be done via dgit-maint-gbp(7) (using git-debpush). Of course, as a non-DD without associations to this package, you can't directly use tag2upload. If you would become a Debian Maintainer [1] and get the ACLs changed for exactimage [2], you could most likely also use git-debpush.
