CloudCompare by default attempts to load plugins from a few hardcoded locations: /usr/lib/cloudcompare/plugins and a few locations in the user's home directory. The package, however, installs plugins in /usr/lib/x86_64-linux-gnu/cloudcompare/plugins/ (or similar for other architectures).
