Getting rid of these is likely to be (in some cases, is known to be)
political.

I don't think we want to change the directory name. Fixing this is
likely to involve battling the notion that 1.0 shouldn't be used.

I experimented, and this seems only to happen in tag2upload. I
repro'd it locally and have made dgit!459 with an attempt at a fix.

We can probably just change these in the image builder script.
(But we don't have any tests for it.)
