This used to be maintained in Debian, see
https://tracker.debian.org/neard, but it got removed. You might perhaps
be able to reuse the packaging (https://github.com/sameo/neard-deb),
although AFAIR the last upload never got integrated in the packaging git
repo (but if you want to have that, it should be available from
https://snapshot.debian.org).
