packages.debian.org is sometimes inaccurate.  I think that's the case 
here.  It lists an entry in "debports", i.e. the debian-ports archive 
which hosts unofficial architectures until they're integrated in the 
main Debian archive; but https://www.ports.debian.org/ says that riscv64 
was moved to the main archive in 2023.  So I think this is basically 
just a stale cache.
